That sounds probable. I definitely recall the happy birthday scene being featured in the Twilight Zone Movie.
I think you’re right, the penalty was “Happy Birthday”, the Cat was seated at a table, wearing a party hat and with an old-style ratchet noisemaker, and the cake had dynamite candles.
But that might also have been from the other cartoon that this dog and cat were in, where the cat was trying to catch a hummingbird, and he kept disturbing the doc.

since the character was created by Bob McKimson I think I’ll just refer to the character as “Bob Cat”. i saw the character in the “Leghorn Swoggled” cartoon and made a comment a few minutes ago. it was a different voice, though. I like this voice. i have “Paying the Piper”…it’s on Volume Five of the Spotlight collection. Porky has to rid the city of the rats. The cat in that cartoon has a laugh out loud voice, too. “The Supreme Cat” as he’s known.
it’s Stan doing the gambling bug character. Mel’s natural voice, of course, opens up the cartoon. there’s a reference to the radio comedy LIFE WITH LUIGI in opening minute of the cartoon.

Blanc’s voice for the Gambling Bug sounds a bit like Jon Lovitz.
Bob McKimson’s I think was the creator of the dog and cat seen in this short. Both animals wer in a lot of other Mckimson shorts. I’m pretty sure that they never had names.
